Building and Zoning, a division of the Department of Community Development is committed to the citizens of Highland, ensuring that the quality of construction, your safety and a high standard of living is maintained. This is accomplished through many avenues such as inspections, plan reviews, enforcement of the model building codes, the zoning code, the land development code, property maintenance code, the floodplain ordinance and nuisance codes.
INTERACTIVE BUILDING PERMIT APPLICATIONS are available on-line. If a building permit has been issued, then an inspection of the work performed under the permit is required. Construction Waste Dumpsters can be ordered from whomever you desire. They cannot be placed on city streets or right of way.

Neighbors Helping Neighbors (NHN) is a program utilized by the city to assist eligible homeowners to maintain their property. The program was developed to meet the needs of property owners on fixed income; including seniors, single parent families, physically challenged homeowners and homeowners that meet eligibility guidelines.
